when i start my window a message pop-up saying sti_ci32.dll: a device attached to the system is not functioning consequently when i connect my cam & use it the light turns on but nil appears-all black!

to find out what it does (and what it's for) in Windows.

sti_ci32.dll is the Still Image 32-Bit Class dynamic associated library from Microsoft. It's a class that probably is missing a dependency and needs an uninstall/reinstall of your webcam drivers and/or software.
