Would a program/game that requires 3 ghz to run work on a 1.8 ghz core 2 duo processor?

The Core 2 Duo's are faster consequently the older CPUs. Ghz doesn't tight so much anymore. Here's a site with benchmarks of a mixture of CPUs, including Core 2 Duo's and the 3.6Ghz Pentium D 960:

Processor speed would not be an issue. You would run impeccably. Depending on your video card you may or may not have problems.

Yes. I assume your 3ghz processor is a Pentium 4? The Core 2 duo is a huge step above that processor, and pure clock speed means little when you're conversation about processors at the present time.
