No. The lasers used are different. A dvd drive has both which is why a dvd burner can kind and read both types. And there is also a 3rd type again near a different laser, Blue-Ray and HD disks, which means however another drive type.

The simple answer is no. The simple reason is because a DVD burner must burn a compact disc that hold 4.5 gigabytes and a normal non-DVD burner burns a compact disc that is up to 800 megabytes. This is roughly one fith the storage capacity of DVD compact disc. Music CDs are normally up to 800 megabytes. It take one thousand megabytes to make one gigabyte. The difference medium that the DVD Motor Drive and LED focus mechanism must be far more finely designed to write more lines on the DVD disc. The added lines is what gives the DVD compact disc the added storage, but requires more components. Please note that a music disc and DVD are physically the same size and immensity. The added definition/lines to the DVD is what makes the difference and is why a DVD burner costs more.
